I saw Chiang Kai-shek with General Carton de Wiart this afternoon. He declined to accept either the proposal that he should waive his powers or that he should be represented by a British officer. He stands firm on his position as Commander-in-chief of China Theatre and maintains he had already delegated his powers by his communication to President etc. It is quite evident that no argument will move him from this position.
